(Published in the McAlester News-Capital August 3rd, 2016.) Notice of Explanation of Project Located In a Floodplain Pittsburg County District Number Two has determined that there is not a practicable alternative to locating the proposed Community Development Block Grant described below in a floodplain. Oil/chip resurface/renovation of approximately five (5) miles of South Brewer Road (aka Brewer Road) in District Two of Pittsburg County beginning at the southern incorporated limit of Savanna, OK and continuing south to intersection with State Highway 63. Said road borders and/or lies within Sections 16, 21, 28, 29, 32, 33, T4N, R14E and Sections 4, 5, 8, 9, 16, 17, T3N, R14E. As project appears to cross Zone A Chun Creek floodplain in Sections 16, 32, 33, T4N, R14E and Sections 8, 9, 16, 17, T3N, R14E (FEMA Flood Panels 4004940011A/4004940014A of 1982 and 40121C0600E/40121C0725 of 2010), grantee is required to observe Executive Order 11988 requiring opportunity for public review as part of the decision-making process. The improvements must be located in the floodplain because all possible alternatives will encounter the same floodplain, require securing numerous easements for new construction, disturb a large amount of acreage, require endangered species consideration and result in construction costs far in excess of available funds. The floodplain crossings located within the existing project represent the best action to be taken. Care will be taken to disturb the surrounding area as little as possible. The current plan to resurface existing road will result in the fewest ecological, social, economic and legal impacts. By publication of this notice, Pittsburg County District Number Two is inviting any final comments prior to undertaking the proposed action. All comments should be addressed to Kevin Smith, Pittsburg County Commissioner, District Two, c/o Pittsburg County Commissioners Office, 115 East Carl Albert Pkwy, Room 100, McAlester, OK 74501, not later than August 12, 2016.
